The criminal searches public records to identify real estate free of mortgage and other liens and the property owner's identity.
The criminal then poses as the property owner, contacts a real estate agent stating they want to sell their property quickly, and will list it below market value...

In our region, sellers are still in the drivers seat. Sellers who closed on their home in April received an average of 3.5 offers. More than half (53.5%) ended up closing at a price above their original asking price...
